Current Measures and Restrictions Regarding COVID-19

In accordance with the Ministry of Interior’s circular, the measures introduced to combat the spread of COVID-19 have been revised as of 03 March 2022. These revisions affect previously introduced measures regarding the requirement to wear a facemask in public areas, the use of HES codes, and the requirement to provide a negative PCR test result.

As of 03 March 2022, it is no longer required to provide a HES code or to provide a negative PCR test result to access public spaces and services. The requirement of wearing a facemask has also been lifted in open, public areas, as well as in enclosed spaces where social distancing can be appropriately observed and where there are appropriate ventilation conditions.

Until a new decision is announced, the mask mandate will continue to be enforced in enclosed spaces where it is not possible to practice social distancing such as in schools, hospitals, cinemas, theaters, and in all modes of public transport (including intercity transport) such as buses, minibuses, shuttles, trains, subways, ferries and planes.

It is no longer required to provide a HES code in order to enter shopping malls, theaters and/or public transportation such as buses, trains and planes.

In situations such as traveling by plane, persons who have not yet been vaccinated or have not fully completed the vaccination process, as well as those who haven’t had COVID-19 in the previous 180 days will no longer have to submit a negative PCR test result. Instead, only individuals with active COVID-19 symptoms will be asked to provide a negative PCR test result.

In Turkey, coronavirus-related diagnosis, treatment and medication is accessible to everyone free of charge. Therefore, if you are in Turkey and you are suffering from coronavirus disease, you can access health care services.

If you are not able to access health care services, you may call the Ministry of Health’s Coronavirus Counselling Hotline 184 or the Foreigners Communication Center YİMER Hotline 157.

If you need this information in another language, you can reach the YİMER Hotline for support in Arabic, Farsi, English, Pashto, German and Russian languages by dialing 157.

If you are in an emergency medical situation requiring immediate medical assistance, you should call the Emergency Hotline by dialing 112 and following the instructions given to you by the operator.

Persons about 65 years of age and persons with chronic diseases have priority to get vaccinated. Currently, anyone about the age of 18 can obtain the vaccine. 

In order to get vaccinated, you need to login to the E-Nabiz application. If you have not used this application before, you may access E-Nabiz through the E-Devlet platform via your temporary protection or international protection ID number starting with “99.” 

The E-Nabiz application will direct you to the Merkezi Hekim Randevu Sistemi – Central Physical Appointment System. An Arabic language option is also available on the MHRS page: https://www.mhrs.gov.tr

You may get an appointment through the system by choosing the corresponding date, time, and healthcare unit. If you face any difficulty accessing the system, you may schedule an appointment by calling ALO 182 (MHRS). 

You need to have your temporary protection or international protection ID card and appointment sent to your mobile phone via SMS from MHRS. 

If you are not registered in Turkey, please contact the Ministry of Health’s call center (ALO 184). 

If you have temporary or international protection status in Turkey, you are able to get vaccinated free-of-charge at public hospitals and family health units.
